We have received your query with regards to performing Umrah if one only intends to travel to Jeddah and our response is as follows;

If a person only intends to travel to Hill (that area which is in between Miqaaat and Haram) and he has no intention of going to Haram (Makkah) for whatever purpose it may be then it is not necessary for him to put the Ihram on and perform Umrah [Shamee Vol.3 Pg.482] Therefore since you only intend to go to Jeddah, it will not be mandatory for you to put the Ihram on and perform Umrah.
